Study Finds Fruit Flavor Bans Increase Traditional Tobacco Consumption

In 2018, San Francisco voters approved a ban on flavored tobacco products. The primary target of the ban was menthol cigarettes, but supporters of the ban were also convinced that e-liquid was attracting young people into nicotine addiction.
The current study titled "The Impact of San Francisco's Comprehensive Tobacco Ban on Young People" aims to determine the effects of the ban on tobacco use behavior. A survey was conducted before and after the ban on 247 San Francisco residents to understand their e-cigarette and tobacco usage.
The study found that while the ban did lead to a decrease in e-cigarette and cigar sales, unfortunately, it also resulted in a spike in smoking rates. Additionally, researchers found that the measure was poorly enforced, with 65% of participants indicating they could obtain flavored products in various ways.
"These findings suggest that a comprehensive local flavor ban alone does not significantly reduce the supply or use of flavored tobacco products among residents. Nevertheless, local bans can still significantly reduce overall e-cigarette use and cigar smoking, but may increase smoking rates."
These numbers are not surprising and are actually what San Francisco's Chief Economist Ted Egan predicted. Egan's office regularly analyzes the economic impact of San Francisco legislation and sends reports to the Board of Supervisors, which are also publicly available on the Financial Director's office website.
In an insightful interview published in the San Francisco Chronicle on May 15, 2019, Egan pointed out that the ban would not have a substantial impact on the city's economy. He explained that the money previously spent on e-cigarette products would still be spent on other nicotine products, such as regular cigarettes.
