According to the International News Agency, Russian President Vladimir Putin has signed a new tobacco law.
The legislation requires licensing for the production, importation of tobacco, nicotine-containing products, and raw materials. It also forces manufacturers to register their machines and seal any unused equipment.
While the law does not require retailers to obtain licenses, it prohibits the retail sale of tobacco products and nicotine-containing products in non-consumer packaging and imposes restrictions on the flow of products.
The law is titled “National Regulation of the Production and Circulation of Tobacco Products, Nicotine-Containing Products, and Their Raw Materials,” and it is based on the regulatory framework for the Russian tobacco industry. Observers expect Russia to expand the powers of the Federal Alcohol Market Regulation Agency to include tobacco and nicotine-containing products.
The legislation was drafted by the Ministry of Finance, passed the State Duma on June 1, and the Federation Council on June 7. The law will take effect on September 1, 2023, with the licensing provisions coming into effect on March 1, 2024.
