The law transfers the regulatory authority over e-cigarettes from the Food and Drug Administration to the Department of Trade and Industry, and lowers the purchasing age limit from 21 to 18 years old.

In addition to lowering the age limit for purchasing e-cigarettes and heated tobacco products, the law also removes restrictions on two flavors of related products, allows sponsorships outside of industry associations and trade activities, and permits tobacco companies to engage in corporate social responsibility activities.

Currently, anti-e-cigarette advocates in the Philippines claim they will challenge the new legislation in court.
