The way e-cigarettes are used or modified can also affect how much nicotine is delivered to an individual user.

Some vaping products deliver nicotine as efficiently as cigarettes. The use of nicotine salts also lowers the pH of the e-liquid, making it possible to deliver higher nicotine concentrations with less irritation. For example, the maker of JUUL claims that the product contains nicotine at levels comparable to traditional cigarettes and delivers nicotine 2.7 times faster than other e-cigarettes.

In the United States, JUUL devices were initially launched with 5% nicotine salt pods. Soon after, JUUL’s competitors began offering nicotine salt concentrations as high as 7%, in what became known as a “nicotine arms race.” However, in 2018, JUUL introduced lower-strength 3% nicotine pods. Popular disposable devices such as Puff Bar use nicotine salts and are sold with nicotine strengths of up to 5%.

In addition to nicotine delivery speed, the nicotine content in products like JUUL has also raised concerns about their addictive potential. A Truth Initiative study published in the journal Tobacco Control in 2018 found that among current youth and young adult JUUL users, the majority (63%) did not know that the product always contains nicotine. Notably, young users reported signs of serious dependence, such as being unable to concentrate in class, vaping upon waking up, and waking during the night with cravings and using e-cigarettes.
