Heavy Penalties! U.S. Plans $1,000-a-Day Fines for Illegal Vape Products
Another week has passed, and what are the hot topics in the vaping industry? I've sorted them out for you, so come take a look!

Bill Proposes to Combat Illegal Vape Products in Virginia
Two bills submitted to the assembly state that Virginia should intervene as Washington has so far failed to effectively address the issue of unregulated flavored vapes affecting teenagers.
House Bill 1069 and Senate Bill 550 propose a fine of $1,000 per day for each product sold that has not been approved by the FDA for sale in the U.S.
"This is a public health issue," said Del. Rodney Willett, the sponsor of the House bill.
The bill stipulates that any retailer or wholesaler selling or distributing any liquid nicotine or nicotine vapor products in the state must undergo regular or random compliance checks conducted by the Attorney General's office for enforcement purposes.
Manufacturers must prove in documents submitted to the Attorney General that their products are protected by an FDA marketing authorization order or are exempt due to being sold in the U.S. before 2016 or under a pre-market tobacco product application before 2020.
“DropTheVape” Campaign Aims to Help Young People in New York Quit Vaping
New York (WABC) — The proportion of teenagers and young adults using vapes is significantly higher than that of older adults.
As of 2022, nearly one-fifth of high school students in New York State reported using vapes, with most indicating they intend to quit.
Currently, the health department is launching a “DropTheVape” campaign, promoting text-based confidential services and the New York State smokers' quitline.
In a national survey, middle and high school students reported that they first tried vaping because their friends had done so, coupled with curiosity.
The most common reasons they continue to vape are to cope with anxiety, stress, depression, and to get a buzz from nicotine.
Most vape liquids contain nicotine, which can impair impulse control, disrupt attention and learning, and increase the risk of future substance addiction, thereby harming the developing brains of young people.
“DropTheVape” is a free, confidential service based on evidence regarding young students' vaping. This information showcases the benefits and challenges of quitting, helping young people feel motivated, inspired, and supported throughout the quitting process.
So far, the initiative has helped over 600,000 young people across the country embark on their quitting journey.
Police to Conduct Tobacco and Vape Compliance Checks
The North Liberty Police Department has committed to preventing tobacco, alternative nicotine, and vape products from falling into the hands of underage community members.
The program, called I-PLEDGE, is a project in collaboration with the Iowa Department of Revenue aimed at educating local retailers and enforcing Iowa's tobacco, alternative nicotine, and vape product laws. Since the program's inception in 2000, the statewide tobacco compliance rate has increased to 91%. By participating in this program, the North Liberty Police Department is committed to further improving compliance rates this year.
Morgantown Considers Restrictions on Tobacco and Vape Shops
Morgantown — An ordinance prohibiting the establishment of any new tobacco and vape shops in downtown Morgantown may soon be introduced.
At a work session on January 11, the Morgantown Planning Commission reviewed a proposed regulation that would amend the city's zoning laws to define the use of “smoke shops/tobacco shops” and limit such uses to B-5 zones (shopping centers) by right and B-2 (service businesses) by conditional use, meaning it would require review and approval from the Morgantown Zoning Appeals Board.

UK Advocates Strongly Criticize Plans for Vape Tax
Vapers in the UK are expected to face hefty new taxes. Advocates for reducing tobacco harm see this as a regression in a country known for years of progress in vaping policy, diminishing the incentive to purchase safer products instead of cigarettes.
Vaping is a crucial component of the national smoking cessation strategy. In April 2023, the ruling Conservative Party in the UK pledged to provide free vaping starter kits to 1 million smokers. However, later this year, the government has shown divisions over the “smokefree generation” plan, which not only bans the sale of cigarettes to those born after 2008 but also includes a range of potential restrictions on vaping, subject to public consultation. #p#分页标题#e#
Now, the government is expected to announce a new vape tax when it unveils the national budget in March. This will be the first such tax since vaping entered the UK market.
Reports suggest that the tax will increase the cost of vape juice by at least 25%. The rationale is to prevent young people from vaping. However, opponents argue that this could deter smokers from quitting.
This tax will inevitably expand the illegal vape market, which operates without age restrictions, undermining the intended goal of reducing youth vaping.

Scientists Discover: Long-term Exposure to Vaping Harms the Central Nervous System
Vaping has gained a lot of popularity among young people in recent years, and its health impacts have garnered widespread attention. Recently, a team led by Professor Zhang Ting from Southeast University found that long-term exposure to vaping can adversely affect the central nervous system. The team placed model organisms, Caenorhabditis elegans (hereinafter referred to as “nematodes”), in an environment exposed to vaping for 72 hours and monitored changes in a series of growth and developmental indicators and neural behavioral parameters. The related research findings were recently published in the International Journal of Environmental Research.
On January 12, the vaping concept saw a net outflow of 577 million yuan, with Luxshare Precision and Prince New Materials leading the way.
On January 12, the vaping concept fell by 1.26%, with a net outflow of 577 million yuan today, with 5 stocks rising and 30 falling.
The leading net outflows were Luxshare Precision (246 million yuan), Prince New Materials (96.0367 million yuan), Penghui Energy (64.0794 million yuan), Tianyin Holdings (52.9415 million yuan), and Kesen Technology (36.6772 million yuan).
[CVIC Perspective]
With the rapid growth of the vaping market globally, the negative impacts it brings have also attracted attention from all sectors of society.
It is foreseeable that the vaping industry will continue to face increasing scrutiny and accusations from various social sectors in the future. Companies must adjust their mindset and respond correctly to survive and develop in an increasingly harsh environment.
In an era that emphasizes “following rules, keeping promises, and valuing quality,” how to prepare in advance will become an important topic for vaping companies, and we welcome everyone to message us for discussions.
