[Reprinted from Dongfang Tobacco News] On September 21, the State Tobacco Administration and China National Tobacco Corporation held a symposium in Harbin, Heilongjiang, to promote complementary cooperation among enterprises. The meeting carefully summarized the experience of the pilot work on the structural transfer of cigarette production capacity in the industry, deeply analyzed the current production and operational situation in the industry, and studied ideas and measures to promote complementary cooperation among enterprises and continuously optimize the layout of cigarette production capacity. Xu? attended the meeting and delivered a speech.
Xu? pointed out that promoting complementary cooperation among enterprises is an important step in learning and implementing Xi Jinping's Thought on Socialism with Chinese Characteristics for a New Era, fulfilling the deployment requirements of the Party Leadership Group of the State Administration, addressing existing problems in the industry's development, and optimizing the layout of cigarette production capacity. It is essential to fully recognize the significance of complementary cooperation among enterprises, strengthen responsibility, enhance overall coordination, and promote complementary cooperation to a higher level based on the pilot work of structural transfer of cigarette production capacity, facilitating the reasonable flow and optimal allocation of resources, and further enhancing the stability, coordination, and sustainability of industry development.
Xu? emphasized that the policy of complementary cooperation among enterprises is strong in policy, broad in impact, and highly related to interests. It is crucial to firmly grasp the basic positioning of complementary cooperation among enterprises, enhance overall awareness as a premise, strengthen goal coordination as a key, improve supply-demand relationships as a foundation, promote resource sharing as a core, improve development quality as a goal, and ensure mutual benefit and win-win outcomes as a cornerstone, striving to plan strategically at the overall level and make key moves effectively, ensuring that all work is advanced vigorously, orderly, and effectively.
Regarding the next steps, Xu? pointed out that it is necessary to further liberate thoughts, clarify tasks, enforce responsibilities, and take practical actions to promote the formation of more solid and effective work results, effectively opening up a new situation for complementary cooperation among enterprises, and pragmatically promoting the stable and long-term development of complementary cooperation among enterprises. First, it is essential to continuously strengthen the ideological foundation. Organize in-depth learning of relevant deployment requirements, accurately grasp the direction, goals, principles, and key tasks of relevant work, and transform them into conscious actions for implementation. Second, continuously optimize policy supply. Effectively strengthen policy coordination, explore the establishment of a brand-sharing mechanism, continuously improve the assessment and evaluation system, and further refine resource allocation mechanisms, incentive and restraint mechanisms, and regular coordination mechanisms. Third, continuously expand cooperation space. Strengthen planning coordination, implement differentiated competition, jointly build designated factories, expand the scope of resource sharing, deepen technological cooperation, enhance talent exchange, jointly seek cluster development, and actively explore new fields and models of complementary cooperation.
