As part of measures to combat the promotion of e-cigarettes to children, the public consultation came after Prime Minister Rishi Sunak delivered a speech at a Conservative Party conference earlier this month, where he vowed to legislate to reduce tobacco use and take measures to restrict young people from smoking e-cigarettes.

Sunak said: " Last week I promised to create the first generation of smoke-free countries, and I will seize the time to fulfill this promise. Our ambitious plan will reverse the worrying rise in e-cigarette smoking among teenagers while protecting our children from the long-term dangers of smoking as quickly as possible."

The proposal for this public consultation includes:

  • makes it illegal for anyone born on or after January 1, 2009 to sell tobacco products;

  • Limit the taste and description of e-cigarettes so that the taste of e-cigarettes is no longer targeted at children;

  • Regulate the point-of-sale in retail stores to keep e-cigarettes out of children's sight and keep e-cigarettes away from products that appeal to them such as candies;#p#pagination title #e#

  • Standardize e-cigarette packaging and product display to ensure that equipment and packaging are no longer targeted at children;

  • Consider restricting the sales of disposable e-cigarettes, as this is obviously related to the increase in the number of children smoking e-cigarettes;

  • Explore further restrictions on non-nicotine e-cigarettes and other nicotine consumer products, such as nicotine bags;#p #paginated title #e #""""""""""

  • Explore whether increasing the price of e-cigarettes will reduce the number of e-cigarettes used by young people;""""""""""

  • Introduce a new power mechanism that allows local governments to impose fines on the spot to accurately enforce the legal age of sale for tobacco products and e-cigarettes.

Health and Social Care Secretary Steve Barclay said: " The number of people smoking e-cigarettes has surged, which is why we are taking action to reduce the appeal and accessibility of e-cigarettes. Children should never use e-cigarettes, and we are committed to reversing this trend."# p#pagination title #e#

Currently, UK policy has made it illegal to sell e-cigarettes to children, but recent data shows that the number of children using e-cigarettes has tripled in the past three years. According to the Action on Smoking and Health (ASH), 20.5% of children aged 11 to 17 have tried e-cigarettes in 2023.

This public consultation was supported by the Welsh Government, the Scottish Government and the Northern Ireland Department of Health, and agreed to a joint consultation.
