On October 16, news emerged that Dmitry Makhonin, the governor of the Perm Krai in Russia, announced plans to ban the sale of e-cigarettes at kiosks in the Kama region.

He wrote on his social media page that e-cigarette sales points are set up in the most crowded places—along the routes to educational institutions and near buildings. Dmitry Makhonin stated that in September 2023, police inspected 380 e-cigarette sales points in Solikamsk, Perm, Kungur, Kudymkar, and Berezniki. He also added that he recommends a regional law that would completely ban the sale of e-cigarettes at kiosks. This bill is currently awaiting approval and will soon be submitted to the legislative assembly of the Kama region for review.
