Russia’s Krasnodar Region to Crack Down on E-Cigarette Sales at Non-Fixed Locations

Key point: Roman Kurinny, head of the Krasnodar regional consumer and alcohol market regulator, and Mayor Evgeny Naumov discussed measures targeting e-cigarette sales at non-fixed retail locations.

Roman Kurinny, head of the Consumer and Alcohol Market Regulation Department of the Krasnodar Region, and Evgeny Naumov, the city's mayor, discussed how to strengthen the regulation of tobacco and e-cigarette sales at a working group meeting in Krasnodar.
Kurinny pointed out, "Recently, the free smoking of hookah in public places has become increasingly frequent, and our department often receives inquiries and complaints from local residents about the potential health risks posed by the hookah industry. I request that we strengthen our efforts to ensure that public dining establishments do not violate federal laws."
The meeting specifically focused on the sale of tobacco and nicotine-containing products (e-cigarettes) at non-fixed commercial facilities. According to relevant regulations, these locations are prohibited from selling cigarettes and e-cigarette products—in simple terms, selling e-cigarettes from a stall will be enforced locally.
This new trend indicates that Russia is intensifying its efforts to impose stricter regulations on the sale of tobacco and e-cigarette products. For practitioners in the Chinese e-cigarette industry, this policy shift suggests that e-cigarette products exported to Russia may face stricter regulations and standards.
