Starting July 15, 2023, Vietnamese customs will impose a 50% preferential tax on officially imported e-cigarette products.

In mid-last month, the General Department of Customs of Vietnam issued documents to local customs offices, guiding the implementation of Decree No. 26/2023/ND-CP and Decision No. 15/2023/QD-TTg regarding export tariffs. This will impose a 50% preferential import tax on materials containing tobacco leaves, reconstituted tobacco, nicotine, or alternative tobacco or nicotine for inhalation without combustion, as well as other nicotine products used to deliver nicotine to the human body (including e-cigarette products).

Previously, under Vietnamese law, e-cigarette products were considered tobacco products, and their import, production, and sale were prohibited. According to the Ministry of Health, Vietnam has 15.6 million smokers, with the proportion of e-cigarette users increasing from 0.2% in 2015 to 3.6% in 2020, totaling over a million users.

There is a significant demand for e-cigarette products in Vietnam, and with the issuance of the government's tax documents, it also means that the Vietnamese e-cigarette market is about to be legalized, providing substantial growth opportunities for brands.
