Will the UK require licenses?

Today, it was reported from overseas that a region in the UK is recommending the implementation of a retail licensing system for electronic vaping products. This proposal comes from a local distributor, specifically in Wales.

According to Planet of the Vapes, a distributor in Wales is urging vaping users to sign a petition to prompt the Welsh Parliament to implement a licensing system for electronic vaping sales. This petition will continue until 2024, and currently, over 100 stores support it.

(The petition is also here)

This distributor is Vape Escape, which has collaborated with brands such as SMOK, Innokin, aspire, and Kanger. They believe that implementing a licensing system will benefit the healthy development of electronic vaping retail by driving poor-quality retailers out of the market. They stated, "The lack of training and licensing may lead to the sale of inappropriate products and illegal devices." They emphasized that the industry needs recognition and the introduction of licenses to ensure the safe and responsible sale of electronic vaping products.

They stated that electronic vaping products should be sold by licensed specialty stores staffed by trained personnel familiar with all aspects of electronic vaping products, smoking cessation therapies (nicotine replacement therapies), and product knowledge, enabling them to work with the public to ensure a higher success rate in quitting smoking.

In fact, regarding the UK's retail licensing system, the UK Vaping Industry Association (UKVIA) is also urging Parliament to introduce a similar licensing scheme this year.

Wales is a major province in the UK, located east of England, with over 3 million residents, accounting for 5% of the national population. In the UK, England, Wales, and Scotland are all significant electronic vaping consumption areas, with at least 8% of adults using electronic vaping products, totaling over 2 million users, which is nearly four times the 1.7% from a decade ago.

This indicates that in countries like the UK, issues discovered during the electronic vaping process are beginning to be corrected, and there is a conscious effort to maintain the growth and development of this industry, which is worth noting. Of course, once retail enters a licensing system, the market will become more legitimate, promoting the industry into a new stage of development.

Europe, as the current mainstream in global electronic vaping, is becoming increasingly mature, representing a firm opportunity.
