On August 2, Zhang Jianmin, Party Secretary and Director of the State Tobacco Monopoly Administration, conducted an inspection in Shenzhen on the rule-of-law and standardized governance of the e-cigarette industry.
During the visit, Zhang Jianmin inspected several e-cigarette manufacturing companies and visited some e-cigarette retail clients, gaining a detailed understanding of Shenzhen e-cigarette production and regulatory conditions.
Zhang Jianmin fully affirmed the achievements made by the Shenzhen Tobacco Monopoly Bureau in advancing rule-of-law and standardized governance of the e-cigarette industry. He pointed out that the Party leadership group of the Shenzhen bureau has fully implemented the deployment requirements of the State Tobacco Monopoly Administration, closely integrated them with the realities of Shenzhen’s e-cigarette industry, strengthened e-cigarette regulation in accordance with the law, actively guided e-cigarette companies to operate legally, focused on regulating the e-cigarette market order, and promoted the comprehensive shift of Shenzhen’s e-cigarette industry governance onto a rule-of-law and standardized track.
Regarding the next phase of work, Zhang Jianmin put forward three requirements: First, thoroughly implement the spirit of the national video conference and symposium on e-cigarette enterprise management, deeply carry out the requirements for rule-of-law and standardized governance of the e-cigarette industry, continue consolidating and deepening regulatory achievements, and strive to promote the steady and healthy operation of the e-cigarette industry.
Second, fully implement the objectives of national legislation, adhere to market orientation, strengthen service support, continuously improve institutional mechanisms, keep optimizing regulatory and service approaches, and crack down hard on all kinds of illegal and non-compliant activities involving e-cigarettes, so as to create a sound environment for the steady and healthy operation of the e-cigarette industry.
Third, further improve organizational structures, strengthen team building, raise work standards, effectively guide e-cigarette companies to reinforce compliance-oriented business concepts, improve management standards, enhance product quality, expand into international markets, safeguard sound market order in accordance with the law, and protect consumer health and safety.
Main officials from the General Office (Department of Foreign Affairs), the Department of Development Planning, and the E-cigarette Administration Office of the State Tobacco Monopoly Administration participated in the inspection.
