1. Tender Conditions

Yunnan Tender Co., Ltd. is entrusted by the Yunnan Tobacco Quality Supervision and Testing Station to publicly tender the research and testing services for rapid infrared nicotine testing technology for e-liquid and similar tobacco products, in accordance with relevant national laws and regulations and tobacco industry procurement regulations. Potential bidders with the capability to complete the project are invited to participate in the bidding.

2. Project Overview

2.1 Project Name: Research and Testing Services for Rapid Infrared Nicotine Testing Technology for E-liquid and Similar Tobacco Products at Yunnan Tobacco Quality Supervision and Testing Station

2.2 Funding Source: Self-financed by the enterprise.

2.3 Tender Content: The tender content for the research and testing services for rapid infrared nicotine testing technology for e-liquid and similar tobacco products at Yunnan Tobacco Quality Supervision and Testing Station is as follows:

2.4 Service Location: Designated location by the tenderer, including sampling/shipping services at the designated location.

2.5 Service Duration: From the date of contract signing until December 31, 2024.

2.6 Bid Section Division: This project is divided into one bid section.

3. Bidder Qualification Requirements

3.1 Bidders must be independent enterprises (or other organizations) registered with the administrative management department, possessing a valid business license or similar legal documents.

3.2 Bidders must have a qualification certification for inspection and testing institutions issued by the market supervision and management department, and it must be valid.

3.3 Bidders must have a good record of paying taxes and social security funds. Provide proof of tax payment and social security fund payment for any one month from January 2022 to the bid deadline (for those established for less than one month, provide proof of tax and social security fund payment since establishment or relevant explanation; bidders exempt from tax or not required to pay social security funds must provide corresponding proof documents).

3.4 Bidders must have good commercial reputation and sound financial accounting systems, providing financial statements or audited reports (including financial accounting statements) for the past three years (2020 to 2022). (Newly established companies should provide according to the establishment time.)

3.5 Bidders must not be listed as dishonest persons subject to enforcement, providing a screenshot of the inquiry from the "Credit China" website (bidders must provide the inquiry screenshot and a letter of commitment, while the tenderer or the tender agency will verify through the "Credit China" website on the day of bid opening, and the results will be based on the tenderer or tender agency's inquiry).

3.6 Bidders and their legal representatives must not have records of bribery crimes within three years prior to this procurement activity, based on a screenshot inquiry from the "China Judgments Online" (bidders must provide the inquiry screenshot and a letter of commitment, while the tenderer or tender agency will verify through the "China Judgments Online" on the day of bid opening, and the results will be based on the tenderer or tender agency's inquiry).

3.7 Bidders must not have major illegal records in business activities in the past three years (from January 1, 2020, to the bid submission deadline), and must not be under orders to suspend business, have their bidding qualifications suspended or canceled, have their property taken over, frozen, or bankrupt; nor be prohibited from market access by the local government or national ministries (provide a letter of commitment and a screenshot of the "National Enterprise Credit Information Publicity System" showing they are not listed as serious illegal and dishonest enterprises).

3.8 Bidders must not be subject to entry restrictions by China Tobacco Corporation and Yunnan Tobacco Corporation (the tenderer will provide inquiry results for the evaluation committee).

3.9 Other conditions stipulated by laws and administrative regulations.

4. Qualification Review Method

The qualification review method for this project is post-qualification review.

5. Acquisition of Tender Documents

5.1 Interested bidders may obtain the tender documents from July 25, 2023, to July 31, 2023 (excluding legal holidays), from 8:30 AM to 11:30 AM and 1:30 PM to 5:30 PM (Beijing time), at Room 310, 3rd Floor, Yunnan Tender Co., Ltd.
