Ukraine's ban on e-cigarette advertising (including heated non-combustible products) will take effect on July 11. Products related to vaping devices are also prohibited.
The advertising rules apply to all types of media, including the internet, social media, public transport, and public events.
According to the World Health Organization Framework Convention, "Starting from July 11, 2023, advertising, promotion, and sponsorship of e-cigarettes, the liquids used in them, and non-combustible tobacco products (including IQOS and glo devices) will be prohibited." Tobacco Control (FCTC).
"At that time, flavored cigarettes and flavored liquids for ENDS will also be banned. Additionally, starting from January 11, 2024, it will be required to use a combination of text and image warnings covering 65% of the sides of traditional tobacco product packaging."
Violations will incur fines of 30,000 Ukrainian Hryvnias (approximately $812), with subsequent violations resulting in fines of 50,000 Ukrainian Hryvnias. Furthermore, similar to general smoking bans, this law prohibits the use of heated tobacco products in all public places and businesses.
In 2021, Ukrainian legislators passed a law prohibiting the advertising, sponsorship, and promotion of ENDS and e-cigarettes in public places. This law also bans the sale of flavored e-cigarette oils other than tobacco flavors.
