Recently, the Zhejiang Provincial Tobacco Monopoly Bureau issued a report on the key work of monopoly supervision across the province and made targeted deployments for the next phase of monopoly supervision work.

The Zhejiang Provincial Bureau clarified that it must maintain a high-pressure stance against counterfeiting and smuggling of cigarettes. It will improve the multi-departmental law enforcement cooperation mechanism, focusing on key areas such as anti-counterfeiting and anti-smuggling actions related to epidemic prevention and control, maritime smuggling, transportation and distribution, logistics delivery, and internet-related tobacco issues, ensuring that efforts remain strong and consistent, aiming to crack a number of major cases; it will formulate and issue operational management regulations for the tobacco-related intelligence command center, introduce data security management systems for the intelligence command center and its sub-centers, promote the confirmation of real-time command and dispatch system requirements, and develop a standard version, building an integrated combat system; further clarify the positioning and content of the provincial intelligence command center, promote the construction of sub-centers, and take the breaking of major cases relying on the intelligence command center as the main standard for practical operations, completing one as it matures; it will introduce relevant systems for reporting rewards, further improving the guarantee system for anti-counterfeiting and anti-smuggling.

In terms of strengthening internal supervision, they focus on improving the management level of genuine cigarette diversion, carrying out special actions, promoting the exploration of index models and upgrading the "diversion e-prevention" products. They aim to enhance internal management supervision levels, improve management processes, and prevent loss risks; they will compile internal management operation guidelines; according to the requirements of internal supervision work guidelines for industrial enterprises, they will ensure standardized daily supervision; they will regularly connect with industrial enterprises' production and operation data, promoting the implementation of industrial early warning operations; they will organize cross-checks on tobacco leaf planting and sales situations, urging localities to fulfill their territorial supervision responsibilities.

The Zhejiang Provincial Bureau emphasized the need to continuously strengthen market supervision. It will enhance the precision of supervision, improve the labeling supervision system, and deepen the application of regulatory object analysis modules; it will highlight regulatory priorities, implement differentiated targeted supervision, effectively purifying the local market; it will promote the construction of a credit supervision system for retailers, improve the credit management system, develop functions for the credit supervision system, implement the application of evaluation results, and ensure the high-quality completion of pilot construction tasks; it will strengthen electronic cigarette supervision, legally investigate and deal with illegal activities such as selling electronic cigarettes to minors and selling transformed electronic cigarettes like "milk tea cups" and "cola cans", maintaining a good order in the electronic cigarette market.
