Recently, the Shuncheng District Public Security Bureau of Fushun City conducted in-depth analysis and meticulous investigation, spanning Dongguan, Foshan, Shenzhen, Changsha, Shanghai, and Changchun across 4 provinces and 7 cities. They successfully cracked the "3.29" case of selling counterfeit e-cigarettes in just over a month, destroying two illegal e-cigarette production sites in Dongguan and Shenzhen, and arresting 31 criminal suspects, with 10 taken into custody. This case marks the first instance of cracking down on the sale of counterfeit e-cigarettes in the three northeastern provinces since e-cigarettes were included in tobacco monopoly management regulations in 2022, successfully launching the first strike against the sale of counterfeit e-cigarettes in the region.

In early February 2023, the Shuncheng District Bureau received reports from the public about the sale of illegally produced e-cigarettes. After more than a month of investigation and evidence collection, they initially grasped the illegal activities of Yan Mouyuan and others. The Shuncheng District Bureau, in conjunction with the Tobacco Monopoly Bureau, established a special task force for the "3.29" illegal operation of counterfeit e-cigarettes, led by the deputy director of the bureau and the head of the tobacco monopoly inspection team, with the Food and Drug Investigation Team as the main investigative unit, supported by the Fushun Tobacco Monopoly Bureau's inspection team, and assisted by the criminal investigation team, cyber security team, and relevant police stations, aiming to strike at the entire chain of Yan Mouyuan's illegal e-cigarette operation in a short time.

On April 23, the special task force deployed over 30 police officers along with tobacco monopoly inspectors to conduct a concentrated operation in Shenzhen, Dongguan, Foshan, Guangzhou, Shanghai, Changchun in Jilin Province, and Fushun locally, successfully destroying two illegal e-cigarette production sites. A total of over 500,000 inferior e-cigarettes, including milk tea cups, fairy sticks, and bar elves, were seized, along with 26,885 semi-finished products, 359,747 production accessories, and 40 small e-cigarette processing machines. They also confiscated 17 bank cards used for settling payments for counterfeit e-cigarettes, over 20 WeChat and Alipay accounts involved, 13 mobile phones, and dismantled 2 processing assembly lines, with an initial estimated amount involved exceeding 60 million yuan.
