Beijing Tobacco Bureau Strengthens Vaping Logistics Support Through Four Key Measures

To further enhance logistics support capabilities for vaping products, the Beijing Tobacco Monopoly Bureau (Company) has, since the beginning of this year, adhered to the principle of “strengthening four areas,” continuously standardizing vaping logistics operations and ensuring the regulated operation of the vaping market.

Strengthening system development. It has reviewed the service processes for vaping logistics, summarized and refined the work involved in warehousing, sorting, and delivery, and organized the drafting of control procedures for vaping warehousing and sorting, vaping transportation, and management of outsourced vaping logistics service providers. It is also exploring and defining control points for key stages such as warehousing, sorting, verification, inventory checks, and delivery, so that logistics operations remain independently controllable.

Strengthening document management. It organizes inbound storage records, inventory records, and delivery records for vaping products according to sorting batches, properly compiles documentation related to vaping procurement, and files batch-based records such as delivery handover forms, outsourcing provider evaluation forms, and temporary storage detail sheets in sequence for paper-based retention and reference.

Strengthening service management. In accordance with relevant procurement management rules and procurement plans, it has carried out procurement work for trial vaping transportation projects and vaping warehousing and sorting service projects, and has selected vaping transportation service suppliers through public bidding. It strictly implements procurement requirements, reinforces primary responsibilities, standardizes procurement procedures, and fully advances vaping service management.

Strengthening information technology support. It is actively planning the digital development of vaping logistics management, studying data interaction needs across warehousing, sorting, and delivery processes, and, based on issues identified in earlier vaping logistics operations, designing system functions to continuously improve IT support for vaping logistics distribution.
