On April 3, the 2023 National Tobacco Monopoly Supervision Work Conference was held in Beijing. The meeting reviewed the industry’s tobacco monopoly supervision work in 2022, analyzed the current situation, and deployed key tasks for this year. Zhang Jianmin, Secretary of the Party Leadership Group of the State Tobacco Monopoly Administration, Director of the Administration, and General Manager of China National Tobacco Corporation, issued instructions on the industry’s monopoly supervision work. Zhang Tianfeng, member of the Party Leadership Group and Deputy Director of the State Tobacco Monopoly Administration, attended the meeting and delivered a speech.
In his instructions, Zhang Jianmin pointed out that in 2022, the national tobacco monopoly supervision front faithfully performed its duties, carried forward a fighting spirit, and strengthened its sense of mission and responsibility. Outstanding results were achieved in curbing the rebound of counterfeit cigarettes and smuggled cigarettes, cutting off supply chains for raw and auxiliary materials used in counterfeiting, and investigating major cases. Innovative breakthroughs were made in strengthening the regulation of vaping devices in accordance with the law, shutting down illegal heated tobacco projects, carrying out governance of "tea cigarettes" and other cigarette-like products, and regulating tobacco-related activities on the internet. Continued efforts were also made in strictly strengthening internal monopoly oversight, enhancing routine supervision, and optimizing government services, effectively purifying the order and environment of the tobacco market and powerfully safeguarding national interests and consumer interests.
Zhang Jianmin emphasized that this year, the industry’s monopoly supervision front should be guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully study, fully understand, and fully implement the spirit of the 20th National Congress of the Communist Party of China, conscientiously implement the arrangements made at the national tobacco work teleconference, and work in coordination with relevant law enforcement and judicial departments. It should comprehensively strengthen tobacco market supervision, crack down hard on tobacco-related illegal and criminal activities, deepen the governance of abnormal circulation of genuine cigarettes, solve difficult problems in new types of tobacco-related supervision, optimize government services for licensing administration, and improve the quality and capabilities of law enforcement teams, so as to earnestly safeguard a sound tobacco market order and contribute to high-quality development and the accelerated modernization of the industry.
Zhang Tianfeng pointed out that in 2022, monopoly supervision departments at all levels of the industry resolutely implemented the decisions and arrangements of the Party Leadership Group of the State Tobacco Monopoly Administration, faithfully fulfilled their duties and mission, and efficiently coordinated epidemic prevention and control with monopoly supervision. Joint efforts in combating counterfeit tobacco and smuggling were strengthened, governance of abnormal circulation of genuine cigarettes was continuously enhanced, internal monopoly oversight and routine market supervision were constantly reinforced, new types of tobacco-related supervision progressed steadily, government services were continuously optimized, and the fighting capacity of the monopoly supervision team kept improving. All work achieved clear results, presenting a favorable trend of steady progress and breakthroughs on multiple fronts.
Zhang Tianfeng emphasized the need to focus on the duties and mission of monopoly supervision, closely center on the theme of high-quality development, and promote stronger foundations and greater efficiency in monopoly supervision so as to demonstrate new achievements in advancing high-quality development and accelerating industry modernization. It is necessary to innovate supervision concepts, strengthen awareness of the overall situation, systemic thinking, and rule-of-law thinking, carry forward a spirit of perseverance, and continuously enhance the foresight, initiative, and creativity of monopoly supervision work; to improve mechanisms for combating counterfeiting and smuggling, internal monopoly oversight, market supervision, and government services across all areas, all targets, and the entire chain of monopoly supervision, thereby further creating a systematic, well-coordinated, practical, and effective supervision framework; to explore and apply supervision methods and tools suited to new circumstances, new tasks, and new requirements, and continuously improve capabilities in credit-based supervision, smart supervision, key-point supervision, and coordinated supervision; and to accurately grasp duties and mission, shoulder the responsibility of consolidating the national tobacco monopoly governance system, maintaining market order, serving market entities, and preventing risks and hidden dangers, so as to fulfill responsibilities at every level.
Regarding monopoly supervision work for the present and the period ahead, Zhang Tianfeng proposed adhering to Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as the guide, earnestly implementing the decisions and arrangements of the Party Leadership Group of the State Tobacco Monopoly Administration, and upholding the general principle of seeking progress while maintaining stability. He called for better coordination between development and security, better coordination between supervision of tobacco monopoly products and supervision of new types of tobacco-related products, and better coordination between cracking down on tobacco-related illegal and criminal activities and regulating the behavior of market entities. With key breakthroughs driving overall progress in monopoly supervision, efforts should focus on maintaining a sound order and environment in the tobacco market and resolutely safeguarding national interests and consumer interests. It is necessary to consistently maintain a high-pressure stance against counterfeiting and smuggling, unswervingly regulate the business conduct of market entities, explore innovative solutions to difficult problems in new types of tobacco-related supervision, persist in optimizing monopoly-related government services, and continuously improve the quality and capabilities of monopoly supervision teams, so as to better transform the advantages of the national tobacco monopoly governance system into industry governance efficiency.
At the meeting, Li Baojiang, Director General of the Monopoly Supervision and Administration Department of the State Tobacco Monopoly Administration, delivered a work report. The report proposed that, in accordance with the deployment requirements of the Party Leadership Group of the State Tobacco Monopoly Administration to "comprehensively strengthen tobacco market supervision," joint enforcement should be strengthened to resolutely curb the rebound of counterfeit cigarettes and smuggled cigarettes; market-entity behavior should be standardized to maintain stable production and business order; tactics and methods should be innovated to continuously strengthen supervision of new types of tobacco-related products; the principle of serving the people should be practiced to continuously improve the level of government services; and bottom-line thinking should be upheld to comprehensively prevent and defuse risks and challenges, so as to make greater contributions to high-quality development and the accelerated modernization of the industry. #p#Page Title#e#
During the meeting, five provincial-level administrations from Gansu, Yunnan, Anhui, Shanghai, and Hunan, as well as China Tobacco Sichuan Industrial, shared their experience.
The meeting was held in the form of a video teleconference. Responsible leaders in charge and heads of relevant departments from relevant units of the State Tobacco Monopoly Administration and China National Tobacco Corporation, as well as all personnel from the Monopoly Supervision Department, attended the meeting; responsible leaders in charge, heads of relevant departments, and related personnel from all directly affiliated industry units attended at local branch venues.
