Dalian Tobacco Monopoly Bureau Holds Seminar on Coordination Between Administrative and Criminal Han

To further promote the electronic cigarette market regulation work, severely crack down on illegal activities related to electronic cigarettes, and effectively protect the physical and mental health of minors, the Dalian Tobacco Monopoly Bureau recently held a seminar on the coordination between administrative and criminal handling of electronic cigarette cases.

In July 2022, 18 departments including Dalian Public Security and Tobacco jointly issued the implementation measures for the coordination of administrative law enforcement and criminal justice in Dalian. This seminar is a concrete measure to implement the multi-party cooperation mechanism. Participants conducted in-depth discussions on recent electronic cigarette cases, exchanged opinions on issues such as the transfer of criminal cases involving electronic cigarettes, identification of involved items, and standards for evidence recognition, and further clarified the work mechanisms for improving two-way case consultation, early intervention by public security agencies, and comprehensive legal supervision by the procuratorate.
