Provincial E-Cigarette Office Visits Huanggang to Guide E-Cigarette Market Regulation

From March 30 to 31, the principal officials from the Provincial Bureau’s e-cigarette management office visited Huanggang to provide guidance on regulation of the e-cigarette market.

The delegation from the provincial e-cigarette management office conducted on-site visits to licensed e-cigarette retailers in urban Wuxue, gaining an in-depth understanding of current e-cigarette business models as well as the sales and profitability of products currently on the market. They also heard a special report on the Wuxue “3.17” illegal e-cigarette manufacturing case, learned about the current progress of e-cigarette regulation by the Huanggang municipal bureau, and provided professional guidance on further advancing e-cigarette supervision.

The provincial e-cigarette management office required the following: first, keep track of market operating trends in real time. Strengthen joint law enforcement with public security, market regulation, and other departments, fully implement all requirements for e-cigarette market governance, and promote the establishment of a regulatory system featuring “online cleanup, offline control, full-chain coverage, and joint governance.” Second, improve data analysis and assessment capabilities. Adhere to the concept of “seeing the product, seeing the people, and seeing the network,” focus on stronger supervision and source tracing, sort through and dig deeper into case clues, request early intervention by public security authorities, carefully screen case information, rapidly secure evidence, and carry out coordinated crackdowns. Third, improve the handling of tip-off information. Build a “closed-loop” management mechanism for clue investigation and case handling; for clues requiring concentrated attention, implement a police-tobacco coordination mechanism to carry out clue verification, follow-up monitoring, and control measures, ensuring timely handling of key clues and effectively improving the quality and efficiency of lead processing.

During the visit, the delegation also went to Hubei Kaiyesheng Energy Technology Co., Ltd. in Macheng to inspect the production of batteries specially used for e-cigarettes and examine the compliance of its supply practices.
