Director of the Wanxiu Management Office of the Wuzhou City Tobacco Monopoly Bureau, Luo Qinghua: From their appearance, these e-cigarettes are highly deceptive, some resembling trendy beverages or cute toy tigers and rabbits, which have a strong appeal and inducement to minors whose minds are not yet mature. The added ingredients are complex, product quality is concerning, and safety hazards are prominent.

Enforcement personnel informed reporters that the "E-cigarette Management Measures" implemented in May 2022 clearly prohibit the sale of flavored e-cigarettes other than tobacco flavor and e-cigarettes that allow the addition of atomizers, as well as the sale of e-cigarette products to minors. The "Mandatory National Standards for E-cigarettes" that took effect on October 1, 2022, also clearly stipulate that e-cigarette products should not induce minors and should not present flavor characteristics other than tobacco.
