Beijing Tobacco Network Construction Inspection and Management Measures

    To further advance market-oriented reform, strictly implement the relevant requirements of the State Tobacco Monopoly Administration, fully understand how district and county companies are carrying out market-oriented reform measures within their jurisdictions, track the progress of key marketing network construction tasks, evaluate regulatory results, verify the timeliness and accuracy of market data collection, and enhance customers’ brand cultivation capabilities, the Beijing Tobacco Monopoly Bureau (Company) has issued the Beijing Tobacco Network Construction Inspection and Management Measures (hereinafter referred to as the “Measures”).

   The Measures are intended to standardize inspection content, procedures, and standards, making it easier to verify the implementation and progress of various market-oriented reform initiatives. The Marketing Center is responsible for organizing and coordinating inspections, selecting sample retailers, and compiling inspection reports; district and county companies are responsible for arranging relevant personnel to participate in inspections according to the needs of the work and the requirements of the Marketing Center. Inspections are conducted on a quarterly basis and include visits to the markets under the jurisdiction of all 16 district and county companies. Inspections involving district and county companies must follow the principles of “avoidance, cross-checking, and rotation,” with personnel assigned by the Marketing Center.

  The Measures state that inspection content includes four areas. First, information collection: verifying whether the retail prices and inventory levels of certain key cigarette SKUs on the inspection day match the information uploaded by data collection personnel. Second, terminal development: use of the terminal business integration platform and completion of annual key tasks (such as the outreach and adoption rate of online settlement work). Third, brand cultivation: consumption trends of key citywide brands and new SKUs, shelf placement status, display conditions, promotional channels, communication of brand selling points, compliance of promotional activities, and feedback on cigarette SKU quality. Fourth, opinions and suggestions on other work closely related to customer operations, including ordering convenience, settlement accuracy, delivery service, and supply strategy.
