State Tobacco Administration Holds Director’s Executive Meeting

On January 23, the State Tobacco Monopoly Administration convened a director’s executive meeting to carefully convey and study the spirit of the State Council executive meeting, review and deploy implementation measures, and further standardize and improve the tobacco industry’s administrative approval work. STMA Director Ling Chengxing presided over the meeting and delivered remarks. , and STMA Chief Accountant Zhang Yuxia attended the meeting.
The meeting carefully conveyed and studied the important remarks made by Premier Li Keqiang at the State Council executive meeting, and also conveyed and studied the spirit of the national teleconference on reform of the pension insurance system for government agencies and public institutions.
Ling Chengxing emphasized the need to carefully study and implement Premier Li Keqiang’s important remarks, fully carry out the requirements of relevant State Council documents, and further standardize and improve administrative approval work in the tobacco industry in accordance with the principles of administration according to law, openness and fairness, convenience and efficiency for the public, and strict accountability. It is necessary to fully implement “single-window acceptance,” and prepare service guidelines for every approval item; implement “time-limited processing,” establish a receipt issuance system and a time-limit commitment system to speed up approvals; strictly enforce “standardized processing,” formulate detailed working rules for each approval item, and avoid arbitrary discretion; uphold “transparent processing,” disclose approval information, provide consultation services, and strengthen both internal and public oversight; and advance “online processing” by actively promoting online pre-acceptance and preliminary review to genuinely make things more convenient for the public.
Ling Chengxing required stronger organizational leadership, greater emphasis on establishing mechanisms, and solid implementation of all tasks. Specific designs should be made for administrative approval procedures, timelines, and requirements so as to truly ensure law-based approval, improve efficiency, reduce procedures, continuously enhance administrative performance, and build the industry’s service brand through convenient, efficient, and transparent administrative approval.
