Because there is currently no official data to confirm this, e-cigarettes are not sold as smoking cessation devices, but rather as a healthier "alternative to smoking" for those who do not want to smoke traditional cigarettes.

E-cigarettes are an alternative nicotine delivery system. Common sense tells us that they can be effectively used as part of an overall smoking cessation plan, just like nicotine gum, patches, and inhalers.

Here’s an interesting fact about e-cigarette nicotine cartridges: they come in several different nicotine levels—high, medium, low, and zero nicotine. One can imagine that a person could gradually quit their nicotine addiction by slowly reducing their nicotine intake.
