How Is the RELX Vape?

I bought a RELX for my father. He is a long-time smoker with over 30 years of experience. Although he doesn't have major health issues, he always coughs and has a lot of phlegm in his throat. I always advise him to quit smoking, but he just can't. Plus, my mom has a bad throat and forbids him from smoking at home, so he has to go to the hallway to smoke.
