On Friday, the Shanghai New Tobacco Products Research Institute hosted a meeting on the "Draft National Standards for Electronic Cigarettes". The participating units were mainly e-liquid companies, along with low-temperature herbal companies and a few device manufacturers. The meeting conducted preliminary discussions on the definition of electronic cigarettes, additives, nicotine content, heating temperature, nicotine purity, and child protection.

After collecting and organizing relevant reports, the meeting mainly discussed the following content:

1) The basic draft of the national mandatory standards for electronic cigarettes has certain content, with the types of e-liquids increasing from 119 in the 2017 whitelist to 122. Overall, it is still a modification based on the 2017 version.

2) The maximum nicotine limit is 20mg/ml, which is basically consistent with the EU TPD certification and aligns with the content submitted in the 2017 electronic cigarette review. Overall, the mandatory national standards for electronic cigarettes are primarily based on the 2017 version, with revisions considering recent domestic and international changes. The sales tax aspect does not fall under the technical standards category and is therefore not involved.

3) The low-temperature herbal category may be included in solid-state electronic cigarettes.

4) The heating temperature is below 350°C, leaving room for HNB heated tobacco devices. Vaporization and resistive heating are generally stable below 250 degrees.

After the draft standards are solicited for opinions, there will be a series of tasks such as online announcements, soliciting opinions, expert reviews, and approvals, making it difficult to implement in the short term.This meeting did not cover sales, taxation, or corporate certification methods.In 2019, electronic cigarettes were announced as a supplement to traditional tobacco, establishing their legal status. The production and sale of electronic cigarettes in China will not be subject to a one-size-fits-all approach. Currently, electronic cigarettes are primarily for export, with a significant increase expected this year compared to last year. At present, electronic cigarettes are only strengthening regulations and management. Many countries and regions that previously banned electronic cigarettes are beginning to re-evaluate the category, with some already lifting bans and others still needing assessment, and may also lift bans, with only Hong Kong and Taiwan regions basically prohibiting them.  #p#分页标题#e#
