Luxembourg, the smallest and richest country in Europe, is one of the countries that follows the World Health Organization's Framework Convention on Tobacco Control (WHO FCTC) and has adhered to the European Tobacco Products Directive (TPD), taking a rather strict stance on vaping products. According to the latest European Barometer survey, 21% of local adults smoke. Therefore, local experts who are pro-vaping are unhappy with the significant reduction in e-cigarette sales due to TPD restrictions.<\/span><\/span><\/o:p><\/span>

What regulations have been implemented? The "European Tobacco Products Directive 2, Article 20" expands the scope of testing and production control for electronic cigarettes, ultimately benefiting large tobacco companies at the expense of small and medium enterprises, explained Eric Ludwig from the Initiativ Fräien Damp Lëtzebuerg. This local organization was established to share vaping research with the public to ensure they understand the facts and can make informed decisions.<\/span><\/span><\/o:p><\/span>

While taxes on vaping products have not yet been determined, all e-cigarette companies will have to comply with a notification fee of 5000 euros and other regulations as follows:<\/span><\/span><\/o:p><\/span>

Regarding product labeling and packaging, Luxembourg has implemented the minimum requirements proposed by the TPD, with health warnings displayed in French, German, and Luxembourgish on vaping products.<\/span><\/span><\/o:p><\/span>

Sales to minors are prohibited, and all purchases must be made at counters or vending machines equipped with age verification systems.<\/span><\/span><\/o:p><\/span>

Smoking is prohibited in indoor public areas, and advertising for tobacco products is also banned.<\/span><\/span><\/o:p><\/span>

Once again, the need for information is highlighted. Recent statistics show that about 30% of Europeans smoke combustible cigarettes or other tobacco products, with nearly 700,000 people dying from smoking each year. While these numbers are shocking, few countries, except the UK, support electronic cigarettes as a proven effective smoking cessation tool.<\/span><\/span><\/o:p><\/span>

“I believe the general public does not understand electronic cigarettes well,” Eric Ludwig said. “We are not saying that vaping is healthy, but it has been proven to be 95% less harmful compared to smoking tobacco,” he added, clearly referencing the well-known research report published by Public Health England and the Royal College of Physicians.<\/span><\/span><\/p>
