Israel’s Ministry of Health has determined that JUUL e-cigarettes contain multiple harmful tobacco-related substances, and it may take further action against JUUL, potentially imposing a full ban on the import and sale of JUUL products. In response, JUUL said it would take legal action to protect its rights, arguing that the ministry has not banned all e-cigarettes.

However, the ministry denied that a ban had already been implemented. It said it is currently only considering measures to address e-cigarette issues, and that Israel’s e-cigarette products will be regulated through future legislation.
At present, Israel does not prohibit e-cigarette advertising, which differs from its regulation of conventional cigarettes, and the country also allows the sale of e-cigarette products to minors. Thanks to its minimalist design and convenient operation, JUUL quickly became a sensation in the United States. It is now valued at as much as $15 billion and is the world’s largest e-cigarette startup. It successfully entered the Israeli market in early 2018, and Israel and the United States are the only two countries in the world where JUUL products are allowed to be sold.

Israel’s Supreme Prosecutor’s Office has reportedly advised against a blanket ban on e-cigarettes, instead recommending that the Ministry of Health regulate the manufacturing and sale of such products. A deputy attorney general also suggested temporary action against JUUL because of its very high nicotine content, which could pose serious health risks.

It is understood that JUUL was originally developed and produced to help heavy smokers reduce their dependence on traditional tobacco. But JUUL has recently been hit by one controversy after another, including lawsuits in the United States from the mother of an underage boy. Providing harm-reduction products for smokers is a good thing, but if the approach is improper or driven only by profit, it will inevitably provoke public backlash.
