According to the Thai Chinese Daily on October 3, Thai authorities are considering legalizing the import of e-cigarettes, but the cost will be high tariffs.

Sources from the Thai Ministry of Commerce stated that discussions will soon take place with the Ministry of Health, the Ministry of Finance, and the Ministry of Tourism and Sports regarding whether to lift the ban on e-cigarette imports. Officials mentioned that they have received petitions from various parties (law enforcement and the business community) advocating for the legalization of e-cigarette imports.

Many issues have been identified in the actual implementation of regulatory policies, including illegal imports and smuggling, as well as difficulties in enforcement. Additionally, there is no strong evidence or research proving that e-cigarettes are more harmful to health than traditional cigarettes.

The preliminary solution being considered is to lift the ban on e-cigarette imports in exchange for relatively high tariff rates. The ban has not prevented e-cigarettes from entering the country; they can easily be purchased in regular markets or online shopping platforms. In other words, relaxing import restrictions and implementing effective regulation through tariffs may be more manageable.

There is significant disagreement among parties regarding which is more harmful, with cigarette companies arguing that e-cigarettes produce more harmful substances when heated, thus posing a greater risk to health. Conversely, e-cigarette supporters argue that vaping is safer than smoking traditional cigarettes. Regardless, it is essential to establish a correct understanding that smoking is harmful.

Globally, governments have varying attitudes towards e-cigarettes, with about 30 countries sharing a similar stance to Thailand, accounting for approximately 15% of the world. This indicates that most countries maintain relatively lenient regulatory frameworks for e-cigarettes.

For the Ministry of Commerce, as long as there is sufficient evidence to prove that e-cigarettes are less harmful than traditional cigarettes, it will not be difficult to request the lifting of the ban.

Additionally, the cabinet approved a decision on October 2 to increase cigarette taxes, requiring tobacco companies to pay a tax of 2 baht to the social security fund for each pack of cigarettes sold.
