Russian Lawmakers Pass E-Cigarette Excise Tax Law

Russian lawmakers passed a bill imposing excise taxes on e-cigarettes, heated tobacco products like IQOS and GLO, and reusable vaping devices, with nicotine thresholds also addressed.

According to Russian media reports, on September 19, representatives of the State Duma of Russia passed a bill from the Ministry of Finance that imposes an excise tax on e-cigarettes, including IQOS (Philip Morris), GLO (British American Tobacco), and reusable e-cigarettes.

 

Since 2017, disposable e-cigarettes and e-liquids with nicotine content of 0.1 mg/ml or higher have been subject to excise tax.

 

The newly passed bill stipulates that starting from January 1, 2020, the excise tax on all electronic nicotine delivery systems will be adjusted, including reusable e-cigarettes (Joyetech, Eleaf, Wismec) and disposable e-cigarettes (Cricket, Pons, Nexx).

 

For all types of vaporizing e-cigarettes and heated tobacco devices, the excise tax in 2020 will be 50 rubles (5.2 yuan) per unit, 52 rubles (5.4 yuan) in 2021, and 54 rubles (5.6 yuan) in 2022. In 2020, the excise tax on e-liquid will be 13 rubles (1.4 yuan) per milliliter, 14 rubles (1.5 yuan) in 2021, and 15 rubles (1.6 yuan) in 2022.
