The sudden action by the Japanese Ministry of Finance in late May is widely viewed as a preemptive price adjustment application by major tobacco manufacturers in response to the upcoming second phase of tax reform on August 1, 2026, which will equalize the tax rates for paper cigarettes and heated tobacco products.
