Wu Chao-chun, director-general of Taiwan’s Health Promotion Administration (HPA), said on Friday that after two years of preparation, a decision approving heated tobacco products could come as soon as next month.

Eleven tobacco manufacturers have submitted applications to the HPA, and six of them have completed the document review stage of the approval process. These companies have moved into the product testing stage of the assessment, which takes six months.

In March 2023, the Tobacco Hazards Prevention Act was amended to allow legalization on a case-by-case basis. Manufacturers that receive approval will be authorized to sell their products with appropriate labeling and health warnings. Manufacturers that are not approved will be required to resubmit their applications and restart the process, or proceed to litigation.

Wu said the announcements of the results would be staggered because the documents arrived at different times and often had to be redone.
