The NACD stated in the directive: "All forms of HNB trade and import must be halted, and information regarding import restrictions must be disseminated to all suppliers and the public."

The NACD cited the World Health Organization, stating that the use of cigars, VAPE, and HNB may lead to serious lung diseases or even death. The announcement also mentioned that the use of these products is a catalyst for individuals to use other illegal drugs.

Cambodia began restricting vaping e-cigarettes in February 2014, but its guidelines did not cover the newer heated non-combustible products.

Deputy Director of the National Police, Maijito, stated that in the past, authorities have confiscated many of these products. He said that while some other countries consider the use of these products legal, Cambodia does not allow it.

He stated: "In Cambodia, there are also bad actors who cheat by using methamphetamine or cannabis (along with these devices)."
