If all relevant parties disagree with the bid evaluation results, they may simultaneously raise their doubts to the supervisory agency and the bidding agency in writing (stamped with the official seal of the unit and signed by the legal representative) within three days from the date of public release. The legal representative or its authorized representative will submit the power of attorney, a copy of the enterprise business license (stamped with the official seal) and his ID card (original) together (emails and faxes will not be accepted). The acceptance time for valid challenge letters is based on the date of receipt. Challenge letters submitted within the time limit or not submitted as required will not be accepted.
